This recipe for New York Cookies comes from "Antique American Recipes from Eliza Leslie's Cookbook", edited by Hope Peek, 1988.

This was a cookie served at Tea Time.

New York Cookies

1/4 cup sugar
1 1/2 cups flour
1/4 teaspoon baking powder
3/4 teaspoon nutmeg
1/4 teaspoon cinnamon
1/2 cup butter
1 tablespoon rosewater
3/4 teaspoon caraway seeds
wooden cookie print

Since this recipe from a book published in 1988 even though from Mrs. Leslie, felt better not add the directions. Those who want rest of recipe can PM me.

Does the recipe really call for caraway seeds as that savory taste seems out of place in this recipe.sugar, cinnamon, and nutmeg with butter go in one direction and then the caraway would make a 180° U-Turn.i can't imagine the taste.

People had a very different palate for sweets especially in the 19th century than we do today so its possible that it is supposed to be in the cookie. Though I think for modern taste buds you might want to omit it as it might be too pungent a flavor.

I've attached link to Mrs. Leslie's cookbook from the period and it doesn't mention New York Cookies, but there were multiple editions of the book, so perhaps the archived one online doesn't contain it - https://archive.org/details/misslesliescookb00lesl
