"Navy" Starr Carbine?

I saw a percussion Starr carbine that was tinned. It looked to be original finish and the owner said it was a "Navy" model. Could this be right? I have not read about any Navy contract. Any help out there? Thanks!

I would rather doubt it had any USN service.
