US Navy?

Well, I am a greenhorn on uniforms and that is why I post here. Is this guy even Navy and if so, is he a master or ensign?

Thanks for the link. His cap appears that he is a Naval Constructor, but the stripes on sleeve say he is a master and the shoulder boards appear to be an eagle with nothing else which means he is a naval constructor of 20 years which he looks to young or paymaster after 15 years, still too young or fleet surgoen, i don't know, maybe or a fleet engineer of 15 years, or a captain. Hmm, still don't know.
