When Robert Hunter resigned as Secretary of State on Feb. 17, 1862 Browne was appointed as acting or ad interin Sec. of State until Judah Benjamin was sworn in on March 18, 1862.

He was promoted by Davis to brigadier but rejected by the Senate. The Senate disliked Davis that much to humiliate Browne with a 18 to 2 vote against his commission.

An interesting little story in the enclosed newspaper clipping. It seems he helped Jefferson Davis in the writing of his book "The Rise and Fall of the Confederacy" by helping in the gathering of material for the book.
