Depending on what it once contained. Could be Vintage Port. Or Vinho de Porto. Both Portuguese in origin.

On an American military barrel the "V" is for "Viewed", meaning visually inspected. The "P" is for "Proofed", meaning fired with a heavy proofing load to see of it bursts or is otherwise damaged.
