A political friend of General Benjamin Butler's he was his right hand man in New Orleans, in fact he was made commander of the post and military governor of Louisiana inspite of the fact that most of his brigade was not present at the fall of that city.

I fact for much of what went wrong Butler that was and is blamed for while they were actually the actions of Shepley. Through a blanket pardon he almost emptied the state prisons of dangerous criminals. He held the title Military Governor of Louisiana for almost 2 years and left the position when Michael Hahn was elected as Union governor.
