When confederate forces entered territory of states that did not secede does/did that change the nature of the conflict from rebellion into war between sovereign powers and doesn't the prisoner exchange cartel confirm that the conflict transitioned from rebellion to war between sovereign powers.
Another point Lincolns decision not to exempt unionist slave owners from the EP does this not treat the conflict as war between sovereigns.
Another point blockades are usually declared against another country not a rebellion which generally relies on port closing order.
I ask this because different kinds of conflicts have different legalities of what can or cannot be done.

So are we looking at a conflict that transitioned from rebellion to war.
