December 18th is the 150th Anniversary of the announcement by Secretary of State William Seward that the 13th Amendment abolishing slavery in the entire United States had been ratified. This is an important anniversary, but the question arises: Was the 13th Amendment necessary?

On January 1, 1863 Lincoln's Emancipation Proclamation declared that roughly three million of the four million slaves in the United States were free. Missouri and Maryland, not covered by the Emancipation Proclamation, freed their slaves through state action. More than 90% of slaves had already been freed by December, 1865.
