The 13th Virginia was under the command of Colonel John R. Chambliss. Lt. Col. Phillips commanded the 13th when Chambliss took over command of W. H. F. Lee's brigade when that general was wounded at Brandy Station.So Phillips led the 13th at Gettysburg.
