One of the more controversial Union Officers. He refused to return fugitive slaves when ordered to do so by Gen. Thomas Williams. For this he was placed under arrest then filed charges against Williams.This could have turned into a nasty event had Gen. Williams not been killed soon after in the Battle of Baton Rouge. Paine took over command of William's Brigade and the charges were dropped.

This man liked to refuse things. He refused to take his regiment to the front in cattle cars. He later refused an order from Gen. Butler to destroy Baton Rouge.

While an attorney in Wisconsin before the war, Paine partnered with Carl Shurz.

Hisf first unit was the 4th Wisconsin Infantry Regiment but it was reorganized in September of 1863 and became the 4th Wisconsin Cavalry.

While an attorney in Milwaukee before the war his law partner was Carl Schurz.
