Said to be a Union Navy cap.

All the embroidery on caps like these, whether USN or not, was said to have been done by sailors to while away time aboard ship. I remember that while merely filming the Civil War potboiler, Ironclads, another of the extras amused himself by doing the same thing - by the time our part was over he had quite a respectable-looking embroidered cap!
 
Thanks for sharing this photo. It's difficult to tell whether it is an authentic 'flat hat' from the angle provided, but the personalization certainly makes it a beautiful period piece.
