A board appointed by Secretary of the Navy Gideon Welles recommends the construction of the first three ironclads—Galena, Monitor, and New Ironsides. The board consisted of senior naval officers Commodore Joseph Smith, Commodore Hiram Paulding, Commander Charles H. Davis and Assistant Secretary of the Navy Gustavus Fox. The US Ironclad Board recommended the construction of new ironclad vessels of light draught and floating batteries for river and harbour service. The Board approved the construction of three new designs of ironclad warships (USS Monitor, USS Galena, and USS New Ironsides). These ships and the designs that followed revolutionized naval warfare.
