His initial unit was a 1 year regiment that served in Maryland and the early stages of the Shenendoah Valley Campaign of 1862 before it was mustered out on May 23, 1862. 4 days later he became colonel of 3 year regiment. Much of this unit was captured at Richmond, Kentucky but was soon exchanged for operations against Vicksburg.
 
The 16th Indiana came under command of Col. Lucas when it was re-mustered in on August 19, 1862. The unit was originally mustered in on May 27, 1861 but was a 1 year regiment then.
