There is a Lt Col. Asahel Littlefield mentioned along with Leroy Napier, J.T. Reid and Zachariah Watters also as Lt. Colonels in the 8th. How many Lt. Cols. Did a battalion have?
Should be one. I know Napier was the Ltc at Chickamauga, and Watters the Ltc during the Franklin Nashville Campaign (eventually taking command of Gist's Brigade as senior officer following Franklin).
 
As for the 31st...must have been a militia unit; the original Colonel of the 31st was Pleasant Phillips, before the reorg, then Clement Evans, then I believe John H. Lowe.

Just one (if at all). Those lists of field officers are either the initial ones or, more commonly, the successive total (though frequently not in temporal order).

Apparently Littlefield was elected to be Colonel of the 33rd Georgia Infantry Regiment but the unit was not organized as it couldn´t muster enough companies (as per Littlefield's entry in Confederate Colonels: A Biographical Register).
