Jackson is said to have taken over command after Ord was transferred West. But this was in the Army of the Potomac. Wasn't Ord commanding in the Department of the Rappahanock in this time period?

Ord served in the department but did not command it. IIRC, McDowell was commanding the department while commanding the AotP's First Corps. Jackson took over for Ord when he transferred to the West.
