Higgins commanded the River Batteries at Vicksburg. His capture at Vicksburg was his second.

His command of the brigade defending the harbor and bay at Mobile was at the request of General Dabney Maury. He was however relieved of command on Febuary 18, 1865 and awaiting orders in Macon as the war ended.
