Was he a general in the Confederate Army or just the Texas State Troops? Or he could possibly be a Kirby Smith appointee and not confirmed by Richmond.
I'm still having trouble finding any source other than Wikipedia stating that he was ever confirmed as a CS General. That same source states that he was also head of the Conscription Bureau for the Trans Miss department and briefly commanded the Reserve Corps department.
