I once heard that General Lee said that the southern states didn't need medals like the northern states did with the Medal of Honor because it was honor enough to serve in the Army of Northern Virgnia!
Is this story true or fictional?!
Probably fictional.
General Lee was not interested in puffing up his men. He rather would have preferred they submit to discipline with rather more humility than they generally did.
And the Confederate Congress did allow for the production and issue of medals, for officers, but none were produced. The Confederate Army was strained to provide even basic military supplies and ordnance.
The Confederate Army's "roll of honor" was produced subsequently, to record the names of soldiers nominated by their compatriots for the above. But no particular medals or insignias were regulated under this act.
By all accounts, General Lee himself had an abhorrence for all sorts of military display, and unless medals were regulated by law, would probably have been ambivalent on the subject. It was unlikely he would have openly expressed disagreement with the Confederate act relative to medals, etc.
In any case, he was more worried about shoes, clothing, food, and basic discipline and organization rather than medals, etc.
