Francis Fessenden's ,like his brother Gen. James Fessenden , rise in rank was probably due to having a prominent father and not real military "know-how".Their father, William P. Fessenden, was a U.S. Senator and Treasury Secretary.They both started out as Captains and rose to be generals.
