1862 – 1864: Supporter of granting Central government full control over diplomacy, commerce and transportation​
Supporter of giving the Davis administration early and moderate requests but went on resist further grants of authority.​
Made few concessions to the emergency matters of army, finance and none for individual liberties were concerned.​
His moderation did not appease his constituents.​
