Jefferson Davis appointed him as brigadier general on March16, 1861. On August 31, 1861 he was promoted to full general with rank from May 16th. This made him the senior general.

There is a brief article about him following his biography in the book "Who Was Who in the Civil War". It seems Cooper was in such financial straits by 1870 that General Lee added an additional $100.00 (just for Cooper) to the $300.00 he had already raised for ex-confederate soldiers.

He stated that he turned over alot of records (those that weren't destroyed) to the Washington authorities. This helped make the "Official Records" far more reliable than they would have been.

I'm not sure how frequently this occurred but on July 6, 1831, First Lieutenant Samuel Cooper was breveted to Captain because he had faithfully served ten years at one rank.
