As a Texas congressman he helped get appropriations for the harbor of Galveston. The $100, 000 he obtained for improvements made possible the completion of the jetties. One biography states that he was expelled from Congress following a disputed reelection in 1871.
 
A native of Connecticut, practiced law in New York and Iowa, Yankee General and a career as a politician in Texas after the war.Sounds like a Carpet bagger doesn't it?
