Barrel markings on 61 Springfield

More rookie questions. I finally removed the barrel and found these markings underneath the barrel and on the breech end.

I assume they are inspector proof marks. Can someone please tell me what the initials stand for? Thank you.

They are indeed proof and inspector marks. I believe that @johan_steele can decipher they for us.
 
In a book I have it speaks of barrel markings about 10 to 11" on the underside of M1861 contract muskets but it plainly says Springfield Armory muskets do not have this mark(s). Are you sure that is a Springfield barrel?

No, not sure at all.
 
It is a model 1861 barrel the VP is for Verified and Proofed and there is still part of the Eagle.
