Google Images identifies this as William B. Cushing (brother of Medal of Honor winner Alonzo Cushing).
This article, https://ironbrigader.com/2012/03/24/lt-william-b-cushings-attack-jacksonville-n-c-november-1862/ has both this photograph and one of a younger Cushing. However, the gentleman in the question photograph is far too old to be Cushing. who died at age 32!
The wikipedia article "Virginia in the American Civil War" identifies the photo as Rear Admiral Samuel Philips Lee. (Have to page a long way down to "Notable Civil War Leaders (Union) from Virginia." The wikipedia article, "Samuel Philips Lee," confirms this, as does http://www.arlingtoncemetery.net/sphlee.htm He was a cousin to Robert E. Lee, and looks a lot like him. Unlike his cousin, Samuel stayed with the Union.
Moral: never believe google without checking!
