1831 E. Whitney

Scored this musket today. Lock shows 'NEW HAVEN 1831' then 'U.S. E. WHITNEY'.
Tang shows a date of 1827.
Barrel has what I assume to be a Belgian or French proof. I'm leaning towards Belgian.
Converted from flint to percussion.
Two round cartouche on left of stock, can't tell what they say yet.
M1816 originally?
