Jubal Early

Council of War. I am not sure if all of them would have met at one time, but it sure is fun to imagine. I just had to do something with the photo I took of Jubals home place. Can you guess which one he is?

When would they have all been together?
The Antietam to Fredericksburg period, but Early wouldn't be high enough in rank to routinely attend conferences with the others.
I slightly disagree - there would be times in situations like Fredericksburg when they could have all been together. For example, Lee accompanied by Longstreet might be inspecting his extended line right after the arrival of Jackson's men, and encountered Jackson talking with Stuart, who was protecting the right flank, in the vicinity of Early's Division of Jackson's Corps. Division commanders are high enough up the chain of command and there are only around a dozen of them, making them important elements in command.

I recognize those as commercially produced William Britain's Miniatures; I have several, including a different Jackson, his ADC Henry Kyd Douglas, topographical engineer Jed Hotchkiss, Lewis Armistead, Union Gen. Joe Hooker, and Col. Joshua Chamberlain; plus many of the various infantrymen of both sides. They're reasonably priced and well-done. I've never seen this Early but think its a reasonable likeness for a miniature.

No argument there - and I would pick Fredericksburg as the single most likely place also.
