This is a postwar image taken in civilian clothes. What makes you think this gentleman is a Colonel?

The Confederate version of the GAR was the UCV (United Confederate Veterans).

I can't speak for the organizational structure of the GAR, but the UCV established their organization within a military format.

That said, there are many photos of Confederate "Colonels" that were actually post War UCV chapter positions.
Not their service rank.

Such descriptions of these men as "Colonels" in photographs can be confusing.

I was just wondering if the medal on his coat may have been a GAR Colonel rather than a US Army Colonel.

Union veteran. Artwork done around 1890's judging the age of the subjects age. I believe these types of pictures were done with chalk. This picture in my collection is Harrison Carey 16th. Wis. who was killed at Shilo and buried in a unmarked grave

Sorry for the bad photo. The underside of his hat the artist put F 16. The bottom right corner is a paper with his name and locket of his hair . Harrison and his wife were married 2 weeks before went south.and shortly after killed at Shilo. I believe his wife had this made from a CDV or tin type photo.
