My understanding is there GAR medals post war. Grand Army of the Republic. As in the Union. Every reunion or function you went to you could get a ribbon or medal from that event. Others here might know more.

Agree, they sure look like GAR medals resembling a few of those I have collected in design.

The top one with the eagle is his GAR membership medal, these were numbered on the edge of the star. The one below is a reunion ribbon and the one on his right is a regimental ladder badge that had his regiment, company and sometimes there name on the top bar.
