Starr Carbine Serial Number Help

Hello all,
My first post here, so forgive me if this in the wrong location. I recently purchased my first Starr Carbine, and was looking to see if anyone could help me with possible identification of the unit it was issued to? It's a relatively low serial, 1382. See photos of cartouche(sorry for the terrible lighting), serial number, and inspector marks. Thanks in advance for any help and assistance!

Your number is not listed in the SRS, sorry. Good looking carbine!

Cartouche looks like Flourished Script E F for Edward Flather, makes sense as that is the barrel mark as well.
