Collection Starr Carbine Serial Number Help!

Hello everyone! This is my first post here. I live in Kansas and do extensive researching and metal detecting on the westward and military trails through here. I recently came across a Starr Carbine Serial #19311 and wasn't sure if anyone could help with who may have been issued this particular piece? All help appreciated!!

Its not listed in the SRS so unit issued to. Below are what is listed in the 19 range. Keep in mind that if it's not listed it not listed and you can't read anything into the numbers.

Is the serial 11861? or are the "1"s upside down?

Try checking s/n 11861 {assuming a broken "8" die.

Unfortunately, that number doesn't get a hit in the SRS either.
