Staff members

Please note that the staffs of Union General officers of all levels varied over time and different commanders reorganized them as per their own ideas. Some had small staffs, others large. It wasn't unified and made permanent until after the war. Also, the Chief Engineer is not necessarily a Topographic Engineer. Since the two Engineer corps were unified in '63, they most certainly weren't after that date. The scope of the duties of that office certainly include topography but were far wider.
