In the Shenandoah Valley, Major General Philip H. Sheridan use 120 "scouts" who often dressed in Confederate uniforms, to gather information, capture Confederate irregulars, dispatches and generals. If capture these "scouts" could have been hung as spies. Still these scouts or spies as you wish did have an impact on the operations in the Shenandoah Valley.

Are you discussing the Jesse Scout's? If so we most likely have a thread about them.

Not sure.
I seem to recall the Jesse Scout's were founded by General Freemont named after Fremont's wife Jesse then transfered to various units when Freemont was dismissed from the service by President Lincoln. I know we have at least one thread on them. From what I gather they were very effective.
