If I wanted to get copies of all the Returns (1862-1865) of a specific regiment in the Army of Northern Virginia, where would I go?
.
And, yes, I am specifically interested in the NC 3rd Infantry

The national archives has returns for specific regiments. I advise you to visit the national archives. Also, I have a friend named Alfred Young, who has calculated the strengths and losses for the entire ANV during the Overland campaign. It's been published in a book and I advise you to buy a copy.

Currently, Alfred is working on the strengths and losses of the army during the siege of Petersburg, and during the 1864 Valley campaign.

As pointed out, those returns which survived the war were compiled in the ORs. That should be the first place to go. As with all Confederate official records, they can be very hit and miss because so much was lost at the end of the war (not to mention that most of the Confederate armies could be very lackadaisical when it came to paperwork).
