What is this? Not sure what this is!

A friend showed me this and I am not sure exactly what this is. He was told that us was used by a distant relative in the Civil War but could not provide any additional info.

The engraving appears to read "P. S. JUSTICEL" and something underneath that I could not make underneath. The lock plate and the ramrod does not appear original and there is a hook for a strap.

Any ideas?

Made by Philip S. Justice of Philadephia. "Philada" is what it says below the P.S. Justice on the lock plate. He made arms under contract for the U.S. government for the Civil War. Am certain the stock has been shortened on that one. The cartouche on the flat I can look up tomorrow and tell you who the inspector was.
