He could be regular Army, 15th Inf., but I know the 15th was a new early created created in may of 1861. The dark blue pants, frock coat, Hardee hat with all of bells and whistles, pin, plume, hat cord, it does point to a possible US regular. The 15 moved around some at first, before ending up at Newport Barracks in Ky. Fort Adams in RI, then back down to Shiloh their first engagement. A possible scenario, but it could fit, or not.
