Need help identifying # 3

This is what appears to be a hat insignia. It is a gold bullion palmetto on an oval 2 1/8 tall x 1 1/2 wide piece of red velvet which is quite moth eaten. The back is a piece of off white cotton material. Has anyone ever seen a palmetto on a red background? Real? Fake? Who would have worn it and when?

Possibly some kind of South Carolina state insignia of some kind. Not sure if its civil war..

I suspect with the red background, it would have been artillery. It was used by South Carolina militia and by SC troops during the ACW.
