The pants are regulation Civil War issue enlisted mounted cavalry trousers. They are made of Kersey. As you know, Kersey was a cheaper, coarser, twill-woven woolen fabric. The waistband and pockets are cotton drill (diagonal weave). The yellow cord was added, indicating that the owner had received a promotion to officer, or that an officer had determined to save his privately purchased trousers and buy a cheaper government pair from the Quartermaster for wear in the field.Sorry disregard that question, I see the picture of the hem and the instep strap buttons.
The "3" is the size, and the "45" could be the inspector's or the seamstress's number. The ink stencil "SA" and construction details indicate the pants were made at the Schuylkill Arsenal.
