Finally found hammer and plate. I'm proud . Persistence paid off near the cavalry site. I need to clean this up and I will post an after pic

Someone at my work said it could be one half of a double barrel black powder shotgun . I need a gun expert to chime in

I thought the hammer has spun a 180 and froze but I could be wrong

The hammer is indeed spun back. It does look like an action for a shotgun (being left side).

A left hand lock for a double barrel shotgun. The hammer has been rotated 180 because there is no mainspring and no sear spring to restrict movement.
