The 'medal' appears to have been issued by the Pennsylvania State Educational Association, perhaps to honor the 151st Pennsylvania Volunteer Infantry (aka "the Teachers Regiment''), whose ranks included many teachers.

Welcome From The Heart Of Dixie. This medal would have hung from a ribbon and the ribbon would have had the year place and date of the PSEA annual meeting and may have been an award give to certain educators for the achievements that year.
