If Grant had not been appointed commander of all Union forces, with Meade remaining commanding general of the AOP, do you think Meade could have ultimately defeated Lee?
 
If Halleck had remained in his position and not been replaced by someone like Grant I don't think Meade would have had the support he needed to defeat Lee.
This, yes. Meade could only have defeated Lee with someone between him and Halleck and who would let him move the army freely rather than compel the AotP to stay on the Orange & Alexandria.
