M1860 Millard Cavalry Sword Help needed

I recently purchased this M1860 Millard Cavalry Sword. Although one side is clearly stamped with the makers name and state, the other side does not have a date or inspectors stamp. I know the Millard contract was very small, appro 10,000 swords made. but why wouldn't it have a date stamp or inspectors stamp on it? Any help would be appreciated to answer this.

Some times they were so lightly stamped they wore off over time. Look very close or sprinkle some baby powder on that side and see if anything comes out. Also, look at the pommel cap and see if there are any letters stamped. It could have been one that was not accepted by the inspector so there fore it would not have a US date of initials. Here is one from my collection that shows the light markings and the pommel cap.

In addition to the wear and failed-inspection explanations suggested by UCV above, another possibility is that this sword was sold directly to a State militia or volunteer element, and thus not inspected. Swords sold by Ames and other makers to such elements do not have the U.S./Inspector Initials/ Date stamps. I do not know if Millard had any State contracts, but if he did, this would be a likely explanation.
 
Millard may have had a State contract but its been my experience that most State items had an inspector as well such as this Emerson & Silver New Jersey contracted NJ stamped sword.
