Lathe used to make cannons

Looks like it was water powered? Near a waterfalls and it looks like the water flowed under lathe. I know there is a lot of coal in the area but water power was still used. Was steam also used or am I totally wrong about the water power? I know they had some pretty interesting water wheels that generated a lot of power.
