The first couple of years the South had a cavalry advantage.
And the Union had some bad cavalry generals like Pleasanton.
But it seems like JEB Stuart is over rated. He liked to bask in the lime light and didn't always do his job of scouting and screening. This was true at Antietam and at Gettysburg.
