Inspector Initials on Starr Revolver

In my last post, I was asking assistance in determining the names that went with the initials on each of the grips. The left grip contains the initials JSD, most likely for James S Dudley. The right grip contains the initials STB, most likely Samuel T. Bugbee. My question is why were there two inspectors? I have a Remington Army with GP (Giles Porter) on the left grip. Nothing on the right. Again, why the double inspection initials on the Starr?
 
The "Final" one (and I don't know which side is which) on all these civil war revolvers is the mark of the fellow who accepted the revolver as meeting the standards of the government purchase contract - it meant, to the manufacturer, "Okay to Pay."
 
You have more then one ,since inspectors might have only been there for a certain period of time. Sub inspectors were normally civilian employees of the manufacture. Inspecting officers were commissioned officers in the military
