it definitely does seem like the field batteries that were deployed to the costal areas tend to get issued stuff that strays from what was normally expected to be issued to light artillery. Although the army hat was popular compared the the light artillery cap among the men of the field artillery.
 
And how did they keep the feathers from flying away in the wind?
There was a crocheted holder that was pinned to the hat, I have posted this before, it would allow the two feathers to be placed within and secured with a piece of thread then pinned. Keep in mind this was intended to be a dress hat and the feathers would have been dispensed with if used as a campaign hat, either purposely or not.
