The "MS" marking shows ownership by the state of Massachusetts. They apparently received around 1000 Ames Model 1840 Cavalry Sabers around 1850/1851. Most of the ones I have seen are dated 1851.

Who knows. Maybe hilt and blade tang were marked to match if taken apart to be reconditioned. Maybe soldier marked it for some reason. Since asked for firm conclusions, only firm one I could give was Massachusetts markings. My two Massachusetts marked 1840's do not have such scratchings.
