Is this a good sword for 400

Looks like any import and the blade would have been etched by the importer. With no scabbard I would keep looking. It appears that the $450 you have got is burning a hole in your pocket. As several of us have recommended, take your time, do your research, save a little more and you will find a nice US made and marked Civil War sword for a good price.

It's not an outrageous price as the sharkskin wrap and wire still look good on the grip, and you still can see some good detail on the etching. I would still prefer one with a scabbard, having one can up to double the value of the sword, and makes the display look so much better. You could then build the display by adding a belt in the future, etc as budget allows. But it is very hard to find a loose scabbard to add to a sword that does not have one.

No maker marks??? Id leave it alone......It is likely from near the ACW period but its off as others have noted
