General Meade

Why did it take so long for General Meade to leave Taneytown for Gettysburg? He was some 14 miles away. Could he have issued his orders at Gettysburg?
He was busy organizing and directing the 105,0000 man army he had just "inherited" from Hooker. Meade trusted Reynolds then Hancock to act for Meade while Meade got a grasp of his command. Meade arrived the evening of 7/1 and took direct command.
