...because I can't find it anywhere except in Levin's book.

"Echoing Vice President Alexander Stephens's 'Cornerstone Speech,' Secretary of War James A. Seddon insisted that
'the foundation of the Southern theory of the racial superiority of whites would crumble if blacks were allowed to enlist.'"
