What is more useful in the rain, a cap with waterproof cover or hat?

A good slouch hat for sure, useful in any conditions.

Does a hat protect one better from the rain?

I think so, I've been out in the rain in both and prefer the hat. Keeps the rain out of your face and from going down the back of your neck. If made from quality materials you stay fairly dry underneath. Keeps the sun off as well. I'll wear a cap in nice weather in the evenings.

From personal experience, a good Stetson is better in the rain than any rain cap made, even today.
